Information for Landlords

There is no difference in an EPC certificate between someone selling their home and someone letting a property. The difference would be in communication. When someone is selling their home, the communication is usually one-to-one. For rentals, a third party (the tenant) is often involved, and sometimes, the process includes a fourth party (the letting agent).

I am experienced in coordinating a suitable time with the Tenant or key pickup from a local letting agent. I have learned to be flexible and work around the tenant to arrange access.  

The main issue is achieving an E or above EPC rating for landlords with older or off-grid properties. Please refer to the MEES below.

The Domestic Minimum Energy Efficiency Standard (MEES) Regulations

The Domestic Minimum Energy Efficiency Standard (MEES) Regulations set a minimum energy efficiency level for domestic private rented properties.

The Regulations apply to all domestic private rented properties that are:

  • let on specific types of tenancy agreements
  • legally required to have an Energy Performance Certificate (EPC)

Landlords can no longer let or continue to let properties covered by the Minimum Energy Efficiency Standard (MEES) Regulations if they have an Energy Performance Certificate (EPC) rating below E.

This means landlords with properties that have an EPC rating of F or G will have to invest up to £ 3,500 (inc. VAT) to improve the energy efficiency of the property before they can rent it to new tenants or issue a renewal to existing tenants (unless an exemption is in place). 

Landlords who fail to meet the standards: Local Authorities are actively investigating any potential breaches of the MEES regulations, and enforcement action will be considered against landlords who fail to bring their property up to the required standard. Failure to comply with the regulations can result in a fine of up to £5000.

Consultation Response - Improving the energy performance of privately rented homes in England and Wales

The government is seeking to reduce energy bills and carbon emissions, in support of the 2030 fuel poverty target and carbon budgets. Amongst other things, they are considering an increase in the minimum energy efficiency standard for private rentals in England and Wales to EPC C by 2030.
